Government of Azerbaijan Scholarship 2025
The Government of Azerbaijan Scholarship is an Educational Grant Programme established by presidential orders on December 6, 2017 and January 10, 2018. It offers fully funded scholarships for eligible international students to study at top universities in Azerbaijan.
Each year, the program covers tuition, international travel, accommodation, monthly living stipends, and more for selected applicants.
Eligibility Criteria for the Azerbaijan Government Scholarship 2025
To be eligible for the 2025 Government of Azerbaijan Scholarship, applicants must:
- Be a citizen of a member country of the Organization of Islamic Cooperation (OIC) or the Non-Aligned Movement (NAM)
- Meet the following age limits based on the program level:
- Undergraduate and General Medicine programs: under 25 years old
- Graduate and Residency programs: under 30 years old
- Doctoral programs: under 40 years old
Scholarship Benefits
Successful applicants will receive comprehensive funding, which includes:
- Full tuition fees
- International airfare (once per year, economy class)
- Monthly stipend of AZN 1000, which covers:
- Meals
- Accommodation
- Utility costs
- Medical insurance
- Visa and registration fees
Required Documents for the Azerbaijan Government Scholarship 2025
Applicants must prepare and submit the following documents to be considered for the scholarship:
- Completed Application Form
- Academic Certificates and Transcripts from high school or university studies
- Copy of Passport
- Medical Certificate confirming overall health status, including test results for HIV/AIDS, Hepatitis B, and Hepatitis C
- Curriculum Vitae (CV) or Resume
- Motivation Letter
- Proof of English Proficiency (required for programs taught in foreign languages):
- Undergraduate programs: IELTS 5.0 or TOEFL 40
- Graduate/Other programs: IELTS 5.5 or TOEFL 50

How to Apply for the 2025 Government of Azerbaijan Scholarship (Step-by-Step Guide)
To apply for the Government of Azerbaijan Scholarship, follow the steps outlined below:
Step 1: Official Nomination
Applicants must be officially nominated by the appropriate government authorities in their home country—such as Ministries, Embassies, or other designated state entities.
To be nominated:
- Submit all required documents to the relevant government authority in your country.
- The deadline for nomination submissions is May 15, 2025, at 6:00 PM (Baku time).
Step 2: Online Application via SIACAS
Once officially nominated, candidates will proceed to the second stage:
- Apply through the Study in Azerbaijan Centralized Admission Service (SIACAS) at portal.edu.az between June 1 and June 15, 2025.
- After logging in, select the appropriate admission channel to complete your application.
Selection Process
The scholarship selection process consists of two key stages:
- Document Review – Evaluation of all submitted materials
- Interview – Conducted online (e.g., via Skype)
Final results will be communicated to successful candidates by July 2025.
