The Estonian Ministry of Education and Research, in collaboration with the Education and Youth Board, offers scholarships to foreign nationals under bilateral intergovernmental or inter-ministerial agreements established with various countries.
Since 2016, the Government of Estonia has provided these scholarships through the Estonian Scholarship Programme, supporting international students, researchers, and academic staff.
This scholarship enables foreign students to participate in summer and winter schools at Estonian universities. Eligible applicants include bachelor's, master's, and PhD students who have completed at least one year of study at their respective institutions, including previous academic levels.
Eligibility Criteria for the Estonia Degree and Exchange Program 2025
Degree Students:
- Undergraduate Level: Must be pursuing studies related to the Estonian language and culture.
- Master’s and Doctoral Levels: Open to all fields of study.
Exchange Students:
- Must be enrolled in a higher education institution outside Estonia.
- Scholarship covers studies in Estonia for up to 10 calendar months per year.
Benefits of the Government of Estonia Scholarship
- Covers course fees up to 700 EUR (one course per applicant).
- Provides accommodation support of up to 25 EUR per night for a maximum of 4 weeks.
- Scholarship funds are transferred directly to the hosting university.
- Estonian universities facilitate accommodation or provide the scholarship payment to the student.
Required Documents for Application
- Applicants must submit the following:
- Completed application form.
- A motivation letter.
- Valid identification (passport or national ID).
- Confirmation of admission from an Estonian higher education institution.
If documents are not in Estonian or English, they must be accompanied by certified translations.

Application Deadline
- The 2025 application period opens on March 17, 2025, and closes on April 16, 2025 (23:59, Estonian time).
- All documents must be submitted via email. Paper-signed documents should be scanned and attached.
- Applications without a confirmation letter of admission to an Estonian higher education institution by the deadline will not be processed.
