Most of the university programs are free tuition in Germany but students may be required to be fluent in German Language. There are many German Language centres around the world that the student can get this language skill. If this will save the exorbitant cost of postgraduate education abroad, hey why not stay back in your country and go through the German Language training. Once you have this skill on hand it is time to apply for the admission. While at home, ensure that you have the following:

A passport valid for the entire period to be spent in Germany.If you don't get enough period covered, you will have to go home in-between to renew it.
The notification of admission or confirmation of application from the German university.
Proof of financial resources.
Visa (not a tourist visa). Citizens of the EU and those of Norway, Switzerland, Canada and the USA do not require a visa.

There are 3 types of visa:

A language course visa : This visa cannot be changed into a student visa;
A visitor/Tourist visa is for visit .This cannot be converted to Student visa
Student Visa is what you need to study in Germany.

You can get more information about German Student Visa here You will need the originals and certified translations of the following documents:

Birth certificate
Secondary school leaving certificate
Possibly your academic qualifications,
Language diplomas
Certifications abroad can be obtained at German embassies and consulates.
Possibly confirmation of health insurance cover (if it is recognised in Germany, only some EU countries).
Book of vaccination certificates, if you have one. (Enquire at the German consulates if you need any vaccinations)
Possibly an international driving licence

Note that free tuition is the same as scholarship except that you have to cover your living expenses.
