Each year, the Romanian Government, through the Ministry of Foreign Affairs, offers scholarships to citizens from non-EU countries to study at accredited higher education institutions in Romania. Applicants can choose from the following study cycles:
Bachelor’s Degree: Open to high school or pre-university graduates with a baccalaureate diploma or equivalent. The program lasts between 3 to 6 years, depending on the specialization, and concludes with a Bachelor’s exam.
Master’s Degree: Designed for undergraduates, the program lasts 1 to 2 years and concludes with a dissertation exam.
PhD Programs: Open to graduate students and typically last 3 to 5 years, depending on the faculty. Candidates must secure written approval from a Doctoral Tutor (a member of the doctoral school) and pass an admission interview before applying.
Eligibility Requirements for 2025 Romania Government Scholarships
The scholarship is open to foreign citizens from all non-EU countries, except for the following:

Citizens of Romanian origin or those from Romanian historical communities near Romania (who qualify for different scholarship programs).

Individuals who have requested or obtained protection in Romania.

Stateless persons with officially recognized residence in Romania.

Members of the diplomatic and consular corps, along with their family members accredited in Romania.

Administrative and technical staff of diplomatic missions and consular offices in Romania.

Employees of international organizations based in Romania and their family members.

Individuals who already hold a Romanian government scholarship for the same level of study.
Benefits of Romania Government Scholarships
The scholarship, including a preparatory year if required, covers:

Full tuition fee waiver.

Accommodation expenses in university dormitories (subject to availability).

Monthly financial aid, converted into Romanian currency (Lei):

€65 per month for undergraduate and preparatory year students.

€75 per month for master’s students.

€85 per month for PhD students.
