The Ministry of Commerce of the People’s Republic of China is now accepting applications from qualified individuals interested in pursuing degree programs at Chinese universities. The MOFCOM Scholarship was established to enhance communication and cooperation between China and other nations and to support the development of skilled professionals in developing countries.
About the Scholarship
MOFCOM Scholarship
Administered by the Ministry of Commerce, this scholarship offers full financial support for international students from developing countries to pursue postgraduate studies (Master's and Ph.D.) in China.
Chinese Government Scholarship – Chinese University Program
This program is managed by the Ministry of Education (MOE) to help selected Chinese universities in designated provinces and regions attract outstanding international graduate students.
Since 2008, the University of Science and Technology of China (USTC) has been authorized by the MOE to admit full-time master’s and doctoral students under this program.
2025 Chinese Government MOFCOM Scholarship – Eligibility Criteria
To qualify, applicants must:
- Be a citizen of a developing country (excluding China)
- Be under 45 years old (born after September 1, 1979)
- Be in good health
- Have at least three years of work experience
- Hold a Bachelor’s degree when applying for a Master’s program
- Hold a Master’s degree when applying for a Doctoral program
- Possess sufficient proficiency in English or Chinese to meet the academic requirements
Scholarship Benefits
Recipients of the MOFCOM Scholarship will enjoy the following benefits:
- Full tuition waiver, including:
- Tuition fees
- Teaching material fees
- Research and survey costs
- English-taught program allowance
- Dissertation guidance fees
- Free on-campus accommodation
- Monthly stipend:
- RMB 36,000 per year for Master’s students
- RMB 42,000 per year for PhD students
- One-time resettlement fee: RMB 3,000
- Comprehensive medical insurance
- Round-trip international airfare:
- First-time travel to China upon enrollment
- One-time return airfare upon graduation
- Up to n-1 round-trip airfares for annual home visits (where “n” is the academic duration, max 3 years)
Note:
Students must pass an annual performance review to continue receiving the scholarship. Postponed graduation is not eligible for continued sponsorship. Other costs are managed by the Ministry of Commerce or the universities and are not distributed to students.

- Create an account and log in.
- Complete your personal details. Click “Edit Personal Details,” fill in all fields, verify, and save.
- Return to the application page and start your application.
- Select Program Category: Choose the appropriate category for MOFCOM Scholarship.
- Enter the Agency Number: 00010 (specific to MOFCOM Scholarship – CSC Program)
- Upload all required supporting documents.
- Submit your application.
