The Humphrey Fellowship Program is a Fulbright exchange initiative sponsored by the U.S. Department of State and managed by the Institute of International Education.
Established by President Jimmy Carter in Venezuela, the program was designed to promote democracy, social justice, and support for developing nations.
This 10-month fellowship is tailored for mid-career professionals who demonstrate strong leadership, a dedication to public service, and the ability to design and benefit from an independent, non-degree study program at a top U.S. university.
Eligibility Requirements for the 2025 Hubert Humphrey Fellowship
To qualify for the Hubert Humphrey Fellowship Program, applicants must:

Be a citizen of an eligible country.

Hold an undergraduate (first university or bachelor’s) degree.

Have at least five years of full-time professional experience.

Demonstrate strong leadership skills and a commitment to public service.

Have limited prior experience in the United States.

Possess proficiency in the English language.
Benefits of the Humphrey Fellowship
The Humphrey Fellowship is a fully funded program that provides:

A professional development allowance for activities such as field trips, professional visits, and conferences.

Coverage of tuition and fees at the host university.

Pre-academic English language training (if required).

A maintenance (living) allowance, including a one-time settling-in stipend.

Accident and sickness coverage.

A book allowance.

A one-time computer subsidy.

Airfare for international travel to and from the U.S. and domestic travel for required program events.
Required Documents for the 2025 Humphrey Fellowship
Applicants must apply through the U.S. Embassy (Public Affairs Section) or the Binational Fulbright Commission in their country. Applications should include:

Fully completed application with well-developed essay responses in English.

Two letters of reference in English, with at least one from the applicant’s current employer.

Official transcripts in English, listing courses taken and grades received. If the transcript does not confirm the degree was awarded, a diploma must also be uploaded.
