Hubert Humphrey Fellowship Program 2026 – Fully Funded U.S. Government Fellowship
The Hubert H. Humphrey Fellowship Program, a distinguished Fulbright Exchange initiative, connects U.S. and international professionals to foster collaboration and develop innovative solutions to today’s global challenges.
Established in 1978 to honor the legacy of Senator and Vice President Hubert H. Humphrey, the program reflects the values of democracy, social justice, and support for developing nations—principles first announced by President Jimmy Carter in Venezuela.
Funded by the U.S. Department of State and administered by the Institute of International Education (IIE), the program offers a 10-month non-degree fellowship in the United States. It is designed for mid-career professionals who have demonstrated leadership potential and a commitment to public service.

Eligibility Requirements for the 2026 Cohort
To be considered for the Hubert Humphrey Fellowship, applicants must:
- Be a citizen of an eligible country
- Hold a Bachelor’s degree or its equivalent
- Have a minimum of five years of full-time professional experience
- Show leadership qualities and a record of community service or public engagement
- Have limited or no prior experience in the United States
- Demonstrate strong English language proficiency
What Does the Fellowship Cover?
The Hubert Humphrey Fellowship is fully funded and includes:
- Full tuition and fees at the host U.S. university
- Living stipend, including a one-time settling-in allowance
- Professional Development allowance (for field trips, conferences, and visits)
- Accident and sickness insurance
- Pre-academic English training, if required
- Book allowance and a one-time computer subsidy
- International airfare to and from the U.S.
- Domestic travel to required fellowship events
Required Application Documents
Applicants must apply through the U.S. Embassy (Public Affairs Section) or the Binational Fulbright Commission in their country. Applications must include:
- Fully completed application form, with essay responses in English
- Two letters of recommendation (one must be from your current employer)
- Official academic transcripts in English, showing courses and grades
